The Paradox of Democracy

Mild epiphany about the paradox of democracy:
A well-formulated democracy with appropriate checks and balances is probably the best system of government for promoting stability within a country over a long period of time (i.e. longer than the lifetime of a single ruler). The only other system which might come close is a limited monarchy, but that's halfway to being a democracy anyway; at least as practiced in places like England.

But a democracy can't really take root unless there's civil stability to begin with. If citizens don't feel safe when participating in government, voting, speaking out, etc., then the institutions of a properly functioning democracy will never get established.

So democracy brings stability, but you need to have stability before you can have democracy.
